This year, Singaporean civil workers will get a 1.1-month year-end Annual Variable Component, and those in grades comparable to MX15 and lower will also receive a S$700 one-time payment.
The Public Service Division (PSD) announced this on Thursday, November 24, 2022: "This year-end payout takes into account the economic prospects while recognizing the hard work of public servants. The government will continue to pay all civil workers the Non-Pensionable Annual Allowance (NPAA, or 13th month bonus) of one month."
The decision was made by the government in consultation with public sector unions in light of the economy's 4.1% year-on-year growth in Q3 2022, as well as total employment growth, despite a "slight uptick" in unemployment rates in September and an increase in retrenchment figures during the quarter.
In response to the news, the Deputy Secretary-General of the National Trades Union Congress (NTUC), Cham Hui Fong, stated, "This year, we had a productive conversation with the Public Service Division to recognize the hard work of our public sector personnel. The year-end payment of 1.1 month and the additional lump amount reflect the government's progressive assistance for the lower-ranking officers in light of this year's rather robust economic development, notwithstanding impending future difficulties.
"NTUC urges firms and workers to continue upskilling and upgrading in order to remain relevant and competitive in these times of change. We urge on the private sector to do the same in recognizing and caring for their employees this year-end."
