Ivan Lim, a former GE2020 candidate, was not involved in controversial Keppel O&M projects: PAP

The People's Action Party (PAP) has been investigating claims against Ivan Lim Shaw Chuan, its former 2020 General Election candidate.


A spokeswoman for the PAP told The Straits Times (ST) on Tuesday (Apr. 12) that the party has conducted a comprehensive fact-finding effort on two areas of the Lim allegations:


  1. Allegations that Lim was engaged in controversial Keppel Offshore and Marine (O&M) business dealings in Brazil that were examined by the US Department of Justice

  2. Allegations concerning Lim's interpersonal interactions


Lim, who was first presented as a general manager at Keppel O&M, had replied to negative remarks about him on social media, including an allegation that he was engaged in a bribery case in Brazil, regarding contentious Brazilian projects.


Lim stated in a June 27, 2020 statement that such a claim was "totally false and inaccurate."


According to the PAP's spokeswoman, the party's examination following this claim established that Lim's remarks were truthful.


Lim was listed as the project manager for the Espirito Santo Floating Production Storage and Offloading (FPSO) project in a 2018 Keppel Group Newsletter.


However, the project Lim managed was not one of the contentious ones, as it was delivered to SBM Offshore, a Dutch business, as the PAP's probe discovered.


Furthermore, the spokesman stated that Lim was not involved in commercial negotiations because his duty was to monitor the execution of projects.


Concerning Lim's behavior

In response to charges regarding how Lim interacted with people, a PAP official stated that the party had received "input" on his behavior, both favorable and bad.


"Perceptions of such issues are subjective and variable. However, what is obvious is that Mr Lim's ethics and honesty, as well as his sincerity in wanting to serve the society, are unquestionable "According to the spokesman.


Lim, the statement noted, has continued to participate in support programs for lower-income families in Jurong, notwithstanding his decision not to run in the 2020 General Election.


Lim's most recent political appearance was in Jurong GRC's Facebook Live video following the announcement of the General Election 2020 results.



The PAP's statement stated that applicants' interactions with others are taken into account when determining their fitness.


It cited its "systematic and thorough selection procedure."


"This procedure will continue to grow and be improved, particularly in light of the severe public scrutiny that candidates face," stated a spokeswoman for the PAP.


According to the spokesperson, PAP will guarantee that its candidates are assessed and judged objectively in order to provide qualified and dedicated candidates from a variety of backgrounds who reflect Singaporeans' diverse ambitions and concerns.


"The PAP will continue to do all possible to identify, select, and deploy persons of sound character, skill, and desire to serve Singapore and Singaporeans," the spokesman stated.
