A criminal with a 30-year criminal history stole again, stealing a knife from a supermarket, a phone from a drinks stall, and an unlocked electric bicycle.
Ng Kim Chuan, 56, also committed various drug offenses, including possession of diamorphine and smoking.
On Friday, January 6, he pled guilty to seven offenses, including theft, dishonest misappropriation of property, and possession of drugs. Another eleven charges will be considered during sentence.
The prosecutor is advocating for Ng to be placed in preventive detention, a severe sentence that places a persistent criminal in prison for seven to twenty years to protect the public from the offender.
The court was informed that on June 3, 2021, Ng stole from a woman two pairs of shoes, two plants, and three crystals.
This occurred only months after his release from jail for prior offenses.
Ng told the police he grabbed the shoes because he thought they were "wonderful," but they were too small for him, so he discarded them.
He stated that he ingested the plants and crystals because they "made him feel satisfied" and alleviated his stress.
On June 21, 2021, Ng entered a staff-only section of the Pasir Ris Drive 4 Giant Supermarket and took a knife, hiding it in his pants.
The knife was not for sale; staff used it to prepare fish for customers. Ng was detained and said he took the knife for self-defense in response to a dispute with a friend.
Earlier that day, he took an e-bike from a bicycle rack near the Pasir Ris Polyclinic.
He rode around but abandoned the e-bike since it was too heavy and he did not have access to the battery.
In September 2021, he observed a phone left unsecured at a Boost drinks shop in Tampines Central 1 and grabbed it.
Ng also acknowledged to drug use and possession. He sold a package of "mushroom" to a national serviceman in January 2022, but was apprehended by the Central Narcotics Bureau during an operation.
Ng tested positive for morphine in his urine because he used heroin.
The prosecutor requested an evaluation of Ng's eligibility for preventive detention.
She stated that his prior offenses span three decades and that he has not been rehabilitated or deterred, constantly demonstrating that he is a public menace.
Additionally, he had been sentenced to 10 years of preventative jail for stealing charges in 2002.
The judge ordered a report on preventative detention and postponed sentencing until January 27.
