A 66-year-old man named Kasmir Singh has been sentenced to four years and one month in jail after pleading guilty to three charges, including the molestation of a 12-year-old schoolgirl. The incident occurred after Singh followed the victim home from an MRT station.
In addition to the charge of outrage of modesty involving a minor, Singh also faced charges of uttering insulting words and using criminal force on a person with the intent to outrage their modesty. The court took four other charges into consideration during sentencing.
To protect the identity of the victim, her name and address were removed from court documents according to a court order.
The incident took place on August 1 of the previous year, around 1:30 pm, when the schoolgirl boarded an MRT train to go home. Approximately an hour later, upon reaching the Bedok station, she was waiting at a bus stop near the main road when Singh noticed her.
According to court records, Singh began following her due to his attraction to young schoolgirls in uniforms. About 15 minutes later, the girl arrived at the void deck of her residential block. As she waited for the lift on the ground floor, Singh approached her and engaged in inappropriate conversation while making unwelcome remarks.
Subsequently, Singh entered the lift with her and molested her. When the victim attempted to exit the lift, Singh blocked her path and molested her once again. The girl managed to force her way out of the lift, ran home, and promptly informed her father about the incident. She then contacted the police, leading to Singh's arrest on the same day.
Court documents revealed that Singh confessed to approaching other young schoolgirls on previous occasions. In July 2020, he attempted to strike up a conversation with another 15-year-old female student as she was about to enter a lift to go home. Under the guise of conducting a hospital survey, Singh asked personal questions, including whether she had hit puberty. The girl chose not to respond, entered the lift, and reported the incident to her parents upon returning home. Together, they reported the incident to the police.
The following day, on July 9, 2020, Singh attempted to molest another girl, but she managed to fend him off and escape. He was apprehended on the same day.
For the charge of outrage of modesty involving a minor, Singh could have faced a sentence of three to ten years in jail, as well as caning. Uttering insulting words could have resulted in a maximum penalty of one year in jail, a fine, or both. Lastly, using criminal force with the intent to outrage modesty could have led to a maximum prison term of three years, a fine, caning, or any combination of these punishments.
