Why did LTA take 21 years to make ERP 2.0?



There's no sugarcoating it. LTA is slow as molasses.


21 years ago, studies on a satellite-based ERP system began in 2002, with LTA announcing that the technology was not yet ready to facilitate the envisioned system. In 2014, the ERP 2.0 tender was finally announced, a whopping 9 years ago. The $556 million tender was decided in mid-2016, after which the design was locked in, more than 7 years ago from present day.


In comparison, GovTech made TraceTogether in a lightning-quick 2 months. Singapore's first Covid case on 23 Jan 2020 was the starting gun for app development, and the app was rolled out to Android and iOS on 20 Mar 2020.



Furthermore, TraceTogether has overcome issues of transparency with open-source codes, and even invited hackers and experts to dismantle the token to reassure the public.



Maybe GovTech needs to parachute some staff over to LTA to sort out their technology issues. The pace of technological development is not slowing, and we must keep up, especially for a land-scarce country that prides itself on being a digital hub.
